Contest For No. 2 Is Heated
Not Much Unites Barwood And Bayless Besides Office

In a state that has bounced two governors from office in 10
years, the race for secretary of state - next in line to the top
- is worth following.
Toss in a candidate whose pet political pursuits include UFOs
and government cover-ups, and voters in this year's Republican
primaries have one of the more intriguing contests for an
otherwise unheralded office.
The differences between Frances Emma Barwood and Betsey Bayless
could not be more striking -- dogmatic firebrand vs. calculated
neutrality, grass-roots outsider versus political appointee, and
advocate vs. administrator.
Barwood, a former Phoenix councilwoman, wants to aggressively
root out undocumented immigrants, who she believes are
responsible for widespread voter fraud. She is bent on that
reform -- even if it means taking on a federal government agency
that says her proposal is illegal.
Bayless, appointed to the post last year and a one-time Maricopa
County supervisor, wants to fine-tune the agency with more
moderate reforms, on the heels of moves that included purging
felons from voter rolls.
Many had expected Barwood to use her campaign as a platform to
renew calls on the government to release more information on UFO
sightings, such as the "Phoenix Lights" incident of March 1997,
when hundreds of people reported seeing a V-shaped light
formation flying over the city.
She hasn't backed away from the UFO issue, but the former
Phoenix vice mayor is focusing on other, perhaps equally
controversial, issues.
Barwood wants to require voters to show identification and proof
of citizenship at the polls in the 2000 presidential election.
In addition, she proposes that anyone not voting in that
election be dropped from the rolls and required to show proof of
citizenship before re-registering to vote.
Even though the U.S. Justice Department has outlawed using
citizenship tests for registration, Barwood, 54, promises to
challenge the system.
"The law says you have to be a legal citizen of the United
States to vote. . . . The Justice Department is saying you can't
check for that," Barwood said. "In reality they're making us
break to the law by having people registered who may not be
legal citizens.
"We have got to get back to the way it used to be. If that means
invoking states' rights, because as the top election official of
the state, that is exactly what needs to be done."
Barwood also wants to hold electronic town halls, perhaps using
the Internet and closed-circuit television, to keep citizens
better informed on state issues.
Bayless, 54, who was appointed secretary of state by Gov. Jane
Hull when Hull succeeded ex-Gov. Fife Symington in 1997, scoffs
at the identification proposal, saying the Justice Department
would shut down elections in Arizona.
"The secretary of state is not really a policy office. It is a
managerial responsibility, and it is an administrative office,"
Bayless said.
"The secretary of state has no authority to make the policy. The
Legislature sets policy for elections. The Legislature would
have to make that move."
Bayless also has stepped up efforts to register groups that
traditionally don't vote. She mailed birthday cards to
18-year-olds containing registration information.
The proposals illustrate the clash in styles of the two
candidates.
Barwood isn't afraid to air her views. She frequently voted in
the minority on the Phoenix City Council and was an outspoken
critic of Mayor Skip Rimsza.
Her Web site includes links to various UFO sites and information
on government cover-ups, the federal siege at Waco and gun
owners' rights.
"I definitely have an agenda. I haven't been appointed. And I'm
not afraid to do what is absolutely necessary," Barwood said.
"I've never been shy. When people ask me where I stand on
whatever, they're going to get an answer."
She quickly reels off positions on some of the major ballot
questions this fall: Barwood opposes reauthorizing the lottery,
opposes open primaries, and supports efforts to make it more
difficult for the Legislature to amend citizen initiatives.
Bayless declines to comment on ballot measures, saying that
because her office prints ballot language, she wants to remain
neutral. She displays that cautiousness as she discusses other
issues.
Part of that comes from being a political insider. She was
appointed to the Maricopa County Board of Supervisors before
winning two terms in elections with no opposition. Bayless also
has served as director of the Department of Administration,
acting director of the Department of Revenue, and assistant
director of the Arizona Board of Regents.
She also has turned out to be a fund-raising giant, raising
nearly $200,000 to Barwood's estimated $22,000.
Bayless points to that long record of public service as
qualifying her for the job.
"The duties of the secretary of state are pretty well defined,"
Bayless said. "I have an extensive background as a manager and
an administrator. I've been a public official, I've worked in
public policy."
The winner of the race faces House Minority Leader Art Hamilton,
who is unopposed in the Democratic primary.
